Can’t find old bill to pay

I recently moved and my account was closed and replaced with a new account. Now I can’t pay my final bill at my old address. I received an email to pay it but the links bring me to my new account showing a $0 balance with no way to access my old account.

I have tried to remove and re-add the email accounts from Outlook. The other thing I did try is to use my cell phone as a personal hot spot for my home PC and use the internet from my phone's cellular network. I was able to successfully check email.
