How to report damage to cable lines / pole

An 18-wheel truck pulled our elevated cable lines down where there are very low to the street. Needs to be repaired ASAP, but I have no idea how to talk to anyone to get it done. Please advise how to get cable lines secured back to where they need to be.

Data just shot up after years of use no reason
