Tivo with cablecard not pairing for premium channels after data id change

Hello,  I had to put a new hard drive in my TiVo and a new Data id was generated for the Host.  I entered this new ID information into the cable card activation page.  All of my non premium channels show up,  but the premium ones do not.   This leads me to believe that the card is not paired correct

@XfinityRobertA​ I DM'd the cablecard SN, HostID & Data so you should have all the info to identify which cablecard is the problem one.

ALL video is digital and encrypted. Some form of cable box, streaming device, or CableCard is required. The closest to a boxless solution would be if you had a Roku TV, as you could then use the Xfinity app from Roku.

Is equipment (cable box) required to view local channels with the most basic tv package?

I am in an apartment and have a basic cable package for receiving the local channels. Do I need any equipment from comcast to receive these channels or do they come via coax with no equipment required.  I am having a hard time getting a consistent answer from Comcast.
