Pixelation on TV channels during windy days

Every time our area is hit with windy days, my TV channels begin pixelating on and off.  Our subdivision has underground utilities.  My internet service sees no issues and the modem is reporting no problems.  Only my tv services (primarily HD channels) pixelate and break up on and off throughout the day any time it is windy.   You get fine picture and sound for a few minutes, then breakups of the picture and sound.  Some channels are much worse than others, but they all usually exhibit the problem to some degree.  Once the wind dies down, reception returns to normal.  I've talked to neighbors with service, and they report a similar problem.

Also, I do NOT have X-1.

Any ideas on where the problem lies? My assumption is somewhere upstream from our subdivion.
