Yes, I had same issue, l fix it by unplug the flex box power for 1 minute and plug it back, so it will show the warning only for 3 seconds and will go after.

no menu to do so, it is probably a required notice that the data counts even though it is used on a set top box (like the internet app Netflix)

that notifies you that your data being used counts toward your CAP (if you have one)

It should not block the app from starting.
