TiVo Bolt and Xfinity cable card not giving me all the stations included in my pkg

I have a TiVo Bolt and my Xfinity cable card is not giving me all the stations that I pay for and are included in my pkg.  how can we solve this issue, it’s been going on over a year.  I have had Xfinity techs out here and none have solved the problem!
