New TV box has RDK-03004 errors

I got an upgrade on my cable TV service (I don't have Xfinity internet at my apartment). I self-installed the Arris AX013ANC TV box. I repeatedly and consistently got RDK-03004 errors after 5 or 6 tries to check cable connections, unplug TV box, plug back in after several minutes, etc.  Does this problem have a solution? Do I pay $100 for a service person to come out and tell me that my apartment cable wiring is the issue, and he/she can't fix it?

My current Xfinity TV service with an older TV box works fine, but doesn't have all the features I would like.
