You did not state how you are watching it byt you are getting a weak signal from a vale connection inside, or possibly out side.

Its the same set up I have had since signing up with Xfinity about 3 years ago,  and it still happens even after a system refresh

What does that have to do with checking connections inside? Pets, cleaning around cables, moving equipment, can cause connections to get loosened. If a tech comes out it will cost you $100. if they fix the problem.
