some CC are embedded using poor structure via 'sidecar'. these can be so confusing to the encoding process that adds it to the video that it gives up. Proper new encoding does not cause this issue. the stream app on the iphone seems to be able to continue reading/showing the CC and if a program is really bad i run the stream with the TV program at same point and refer to the phone if text of dialog is needed. this is not something that can be fixed as it is an encoding bad-practices error at the production studio of the program.
