On demand not working

My on demand on 2 TVs each with their own cable box. stopped working. It stopped working a couple of moths ago. Any idea do I need new cable boxes

I have error code CL17 I’ve tried visiting your site for help but still no help. Typical maybe I shouldn’t pay my bill and change to over the air tv for free
