New cable box

Is it possible for a new cable box's HDMI output not work
But the cable output works? Ive tried 3 different HDMI wires and still doesn't work but the old cable output to TV works

Sure that can happen. The different components of the cable box aren’t connected. Somebody dropped the ball in quality control
