Not quite the full story on channels no longer available to Xfinity subscribers as linear QAM channels that are now only available in an IP-based transmission format. According to Matthew "D" (Regulatory Compliance Specialist on the Comcast corporate regulatory escalation team) in a March 11, 2019 letter to the FCC in response to a complaint states "to watch (internationl channels) and other all-IP channels, customers must use IP enabled equipment, such as Roku devices ... which support the Xfinity Stream App." Program copyrights would probably require Comcast to serve the the IP stream to the Xfinity Stream App. The only challange with this is that Comcast insists IP-based international channels can only be added to all-IP channel plans which wouldn't allow the use of a CableCard tuner. However, using an Xfinity X1 TV box doesn't require an all-IP channel plan which would allow the use of a CableCard tuner. Maybe they won't notice if the X1 box is returned after a month or two. If the bill for the service is paid who would care if there is no X1 box being used?
