How can I get Peacock without an X1 or Flex device? I have Tivo and this was hard to find...

You simply create free account at https://www.peacocktv.com and link it to your Xfinity account under Peacock Account Settings. You don't need an X1 box for Flex device. This list of streaming sticks and devices is extensive as well.
