X1 box vs Older DVR box Channel lineup

I am trying to figure out why my new X1 box has more channels than the older DVR I have in my bedroom and what shows on the app?

For instance the X1 has BBC News 1125, but that isn't an option online, thru the app or the old DVR.

What would be the reason?  I've rebooted everything multiple times.
