Why doesn't the 'Sports Package include Fox Sports 2?

I get FS2 on my packge now.. it was not included for a long time but was added last year... I'm inJacksonville, FL..

I am in Maryland and FS2 IS NOT a part of the package.

Why would the package not be the same across ALL Comcast service areas?
