PS4 Connectivity / Unknown Multiple Devices

I am trying to connect a PS4 to my wifi, it's been connected before but now I am having difficulties. On my device it says the PS4 is connected to my network however when I run a test it establishes a connection to my wifi but cannot get internet access.

I've diagnosed that it is not the PS4 that is causing the issue, it has been hardwired and fine before. I live in an apartment building and can see other people's devices connected to my gateway. I'm assuming other people in the building can see my devices as well, is it possible that they are pausing my devices? 

I just want to secure my network and establish a connection to my PS4, I've even tried to create a port forward for it but with no success. Using a hardwired connection gives me the same results, it's "connected" to my SSID and obtains an IP address but fails to connect to the internet. I've troubleshooted as much as I can but I need assistance!

Could we please confirm if all devices in the home are in the same situation as the PS4 of not being able to access Wi-Fi?
