Network upgrade work in my neighborhood causing internet to drop in and out randomly

Xfinity came to my neighborhood to do network upgrade work last week. Since then on all devices, internet will drop in and out for ~10+ seconds. It causes my video calls to be spotty, and causes me to disconnect intermittently from games that depend on internet. Websites will also interrupt while loading. It's the same regardless of whether I'm on wifi, or using an ethernet cable. 

All my cords/devices are fine. It only started once this work in my neighborhood began, and has persisted even after it has finished.

How can I get in touch with the local team to investigate this issue?
