Permanent line installation on a move

How can I talk to a live person about how the company Xfinity contracted to bury my line, and hook it up to the house?

The people who installed the line from where the internet must connect for the area, to my house did not properly hook it up to the box, bury it, or connect it to my new house correctly. I don't know if this is why our internet is so hit an miss. I do know that there has been a neighborhood complaint and its a hazard.
