X1 Pixilation on live TV but not on recordings

I get pixilation on  live tv on all channels but not on recorded programs? already had a tech out and he replaced all the connection and said the signal from the outside box to the tv was showing no noise interference. 

He said he was going to request the main line be looked at but i don't know it that was ever done. Paying a lot of money for this service and not getting any results.
