Change in recorded behavior

Within the past two weeks something has changed regarding playback of recorded programs. Formerly if I set a program to record from 6 to 7PM and I started to watch that recorded program at 6:45, I could fast forward to any time that had already been recorded (e.g. 6:40PM). Now, if there is still time remaining to be recorded and I attempt to fast forward to any time, the program will always return to the start time (i.e. 6PM) and play from there. If I wait to watch the program after it is completely recorded (i.e. 7PM), then everything works as before - I can position the timeline to any point and it will start playing from there. This happens both from the web page and on the TV. This is a big annoyance. Why was this changed??
