Error CL-17

Channel #1 XFin (movie channel) has been out for a week +.   Error CL-17 Comcast claims to know about it but nothing is being done.  How can I get a refund for lack of service?

To send a "Peer to peer" ("Private") message:
Click "Sign In" if necessary
• Click the "Peer to peer chat" icon
• Click the "New message" (pencil and paper) icon
• Type "Xfinity Support" in the "To:" line and select "Xfinity Support" from the drop-down list which appears. The "Xfinity Support" graphic replaces the "To:" line
• Type your message in the text area near the bottom of the window
• Press Enter to send it

@XfinityChristopher​ could not find "peer to peer" chat.  Movie search and channel #1 Xinf still out after three weeks on two different cables and boxes.  Nothing is being done.
