Some Apps Intermittently Won't Launch (e.g. Netflix, Prime, Hulu)

Lately I have been experiencing intermittent problems getting certain apps to launch. One day it was Netflix, where I would select a show I had been watching on Netflix as recently as a week ago, but the Netflix would not launch today. Then the next day Netflix would launch but Prime and Hulu wouldn't launch. Then the next day all three would launch ok. It all seems random. I have tried three options: 

(1) Restart

(2) System Refresh

(3) Reset Netflix

None of these have any impact on the problem.
