pixelation after neighborhood network update

Our neighborhood had internet down a good part of the day close to two weeks ago. Ever since, our cable tv channels get pixelated quite often and the sound goes bad when this happens. All shows recorded have the same thing but watching from an app like netflix or prime. It happens on both of our tv boxes. I have tried disconnecting and reconnecting the cables and power cords but nothing seems to help. Any ideas how to correct this issue?

I noticed this when Wicked premiered on NBC, Around the time I was watching it the TV kept going in and out and eventually I gave up and turned it to another channel which was having the same issues so its possible that there was a nationwide thing affecting it, then again it can be common among one neighborhood to the other with consistent quality issues in your area.
