Pairing an existing cable card with a different TiVo box

I have an existing Cable Card that I need paired to a new TiVo Edge Box.  The online activation did not get past authentication of account (said having trouble accessing account - told to call 877-405-2298).   Called that number several times to try to reach correct party and have gotten no where.   At one point given the number 800-934-6489 and at least was able to speak to a live person.  Yesterday evening I was told I needed to call 877-405-2298 during business hours for someone to pair the cable card.   Today called both numbers, unable to get thru to the right person using the 877 number and a the person at the 800 number referred me back to the 877 number - calling it the cable card hotline number.  

Could you please refer me to the correct party that is able to send the signal to my new TiVo box and pair that cable card to the new TiVo?
