New TV cable box not connecting

Hello,

I received a new TV cable box to replace an older box.  The new box will not connect to my TV.  I have done all the unplugging and reconnecting my cords with no success.  The tv screen is blue with three white dots blinking like it is "thinking".  Suggestions?
