CNN, CNBC dvr navigation irregularity

I have the previous gen dvrs to X1 and whenever I navigate fwd or rev, there are typically 3 minute to 15 minute skips when I just want to go 30 sec in either direction.  Extremely annoying on CNN and CNBC.   Their commercials are not affected like this, it navigates perfectly.   Sometimes there's a circle with line thru it such that I can't pause either.   Other channels, live and recorded are fine.   Is this some control by comcast?
