Broadcast fee and Franchise fee

Why is the Broadcast Fee and Franchise Fee not considered as an operating expense on the companies back? Xfinity approached the Communities government Board to offer cable and internet services. They were imposed with these fees from the Networks( Broadcast fee) and the Local communities they are charged for the (Franchise fee) now they had passed them on to the subscribers. This is how I feel that these fees should have  been added to their own operational expense. If they are maintaining their equipment to provide the subscribers uninterrupted service's then I cannot see why this be claimed on their end. I assume they have some type of deductions that can show for.
