Landline voice will not receive calls

First I have tried the troubleshooting shooting steps many times. 
I can place calls without issue. 
I can’t receive incoming calls. Could it be an issue with transferring the number from the phone company?

  • Plug a different landline phone: into the same line to see if the issue persists.
  • If the other phone works, the problem is likely with the original phone.

The phone is plugged into the modem. It calls out with no problem.

To send a "Direct Message" to Xfinity Support:
Click "Sign In" if necessary
Click the "Direct Messaging" icon or  https://forums.xfinity.com/direct-messaging
Click the "New message" (pencil and paper) icon
The "To:" line prompts you to "Type the name of a person". Instead, type "Xfinity Support" there
- As you are typing a drop-down list appears. Select "Xfinity Support" from that list
- An "Xfinity Support" graphic replaces the "To:" line
Type your message in the text area near the bottom of the window
Press Enter to send it.

Still u able to receive incoming calls. I have called AT&t. The number is now eligible to be ported to Xfinity. 
what needs to be done next.
