Emails Sent to Comcast Addresses Are Throttled

@XfinityAlex Hello, I read that you have helped many with this issue, We have started to have delivery issues from our listserv server. Now on the server we getting throttled by comcast only with the following error 4.2.0 Throttled - https://postmaster.comcast.net/#RL000010 as well as https://postmaster.comcast.net/smtp-error-codes.php#RL000003. I have signed up for Validity and our email server has a SPF, DKIM, DMARC all set. The IP is 141.217.0.118. The domain name is lists.wayne.edu. I would appreciate any help you can provide. Thanks

user_f0xple Hi there! Thanks for using our Forums and for taking the time out of your day to write us. I am sorry to hear about your email issues and our team is here to help with all of this. To get started can you shoot us over a DM with your complete name and service address? 
To send a "direct message" / "private message" message to Xfinity Support:
 • Click "Sign In" if necessary
 • Click the "Direct Message" icon
 • Click the "New message" (pencil and paper) icon
 • The "To:" line prompts you to "Type the name of a person". Instead, type "Xfinity Support" there
 • As you are typing a drop-down list appears. Select "Xfinity Support" from that list
 • An "Xfinity Support" graphic replaces the "To:" line
 • Type your message in the text area near the bottom of the window
 • Press Enter to send it
