Is a promotional discount date, mean that I am under contract?

On my bill, I have a statement that says "Includes a 12 month $24.00 Promotional Discount that will end on Oct 13, 2026". Does this mean I am under contract or that it's just a promotional date? I need to understand if I cancel, do I have to pay the early termination fee?

How about you just answer the question?

How does a customer go about determining if they are under contract in the online portal? 

These types of details should NOT take hours to figure out and should be easily available to access through a website. After all you are an internet company....
