Comcast contractor broke dog fence

My neighbor had a new cable ran across my yard to the Comcast connection box, the Comcast contractor that dug up my yard without my permission broke my electric dog fence, no one from Comcast has been able to help  , how do I get reimbursed or who do I call from Comcast, when I call the 800 number everyone hangs up saying they can’t help.  I have this all on video.

I am very annoyed the mess the contractor left and my dog fence is broken, I was not home when they did this but have it all on video.
