Cable utility box is not properly installed

Hi support team,

I moved to a newly built community a few months ago, and my neighbor found that a cable utility box in my frontyard is broken, or not properly installed. The lid is not firmly closed, so looks like there's a risk of the box being flooded. Could you help with this?
