Most likely, it's an issue with your local CBS station. Comcast just passes on what they get.

I agree with Andy. Our local CBS channel sounds just like you suggest. There is very little improvement when I switch over to my antenna to watch them over the air. I live in the Twin Cities in Minnesota.
