Unfortunately that timing seems consistent with an overbooked network link as everyone in your neighborhood streams 4K or HD vids. Many folks have found the occurrence of such daily problems to be at an earlier time of day recently - interesting that yours starts to show problems at 8PM still. Do any of your neighbors report the same issue?
