Intermittent Internet Dropping, Rebooting

My internet goes off at least 20 times a day at random times.  Upstream channels often do not lock.  I had new inside cable wiring installed last Wednesday.  I have the latest Xfi modem that I got last Friday.  But the problem persists.

 

The first photo below shows the street cable wire.  The second shows the cable wire going to my building on the extreme right.  All of this building as well as the businesses that the single wires are going to have had internet connection issues for up to years in several cases.  Could this mess of a wire box be the problem?  How do we get it bumped up to an issue that Comcast brings the cherry picker truck and fixes?
