Connection issues, service outage, and maintenance in 98029 area

For ovver a month, there has been issues with connections. I am getting disconnects every 10min or so and I notice that there is scheduled maintenance or service outage.

 

What is going on? Before this, everything was rock solid and it started going down hill about a month ago.

 

We need some explanation.
