XR15 Remote can't control TV volume via voice control?

Remote control is paired with the X1 box and TV correctly, all the buttons work as expected (channels, volume, off).   I can change channels via voice control.   Yet when I say 'mute', for example, the TV echos 'Mute' at the top of the screen and then displays the message 'Sorry, I can't control TV volume yet'.     This is a mind-blower:  The remote has the TV codes, it recognizes what I say yet cannot simply map that to the TV code.   What am I missing?

Neither is a function of the Comcast remote, the Cable box is the only thing affected by the voice remote

Yeah, thinking about this a bit more, I guess it is that the voice processing is done in the X1 box (or back in the comcast home office cloud in fact), which cannot command the remote to talk to the TV.  Clearly the channel changes are happening in the X1 box.

 

I don't know the capabilities of HDMI enough to speculate whether the X1 might command the TV (via the HDMI cable) to change volume or turn itself on/off.  Perhaps someday, and that is where the 'yet' comes from in the message.
