New XR15 remote- voice control and volume, on/off for TV wont properly set up

I just got 2 new cable boxes and XR-15 remotes. On the primary TV, it says that the voice control is set up, although it does not work (when microphone button is pushed, the light flashes red). The volume and on/off for the TV also doesn't work. When trying to set that up, I just get stuck on a screen that says "scanning for devices". I never get prompted to put in a code on the television in either setup. I have an LG tv and I have tried resetting the cable box, factory resetting the remote, and turning it all on and off a bunch of times. The setup for voice control and volume control on the secondary TV went perfectly fine. Any help?

Hello, @LISAODELL0646, I apologize for the trouble getting that second XR15 working. There is a chance we need to get a replacement remote.  Are the two cable boxes the exact same type?
