Error code for 3 weeks

I have been on the phone, chat and text for 3 weeks. I just got off of the phone with customer service again, this time only for 45 minutes. The gentleman was very helpful but could not resolve my issue. How do i fix the error code ...... Somethings not working. To watch live TV, you must first turn off an unused non-DVR set-top box by pressing its power button or watch an On Demand or recorded program. XRE-03046

I am not sure who reads these but I don't know who to contact. I have worked for a public utility for 30 years now and if Comcast was regulated the way we were I would have already had resolution to this issue.

need information to answer this. how many actual set top boxes do you have in your home? on each use voice command "about" and reply with the rest of the line to the right of "STB Version...".
