the producers of the 'show' add music in the production process. you would need to contact the network that broadcasts the show to ask that question. (I hate movies that do that too).

If the content has surround sound the dialogue may mostly be in the center channel. If you have a surround sound system, make sure the levels are set correctly. If not, setting the audio output to stereo might help.
