Accessing Web Site
I am getting blocked when trying to access websites:
This is the error:
This site can’t be reached refused to connect.
Try:
- Checking the connection
- Checking the proxy and the firewall
ERR_CONNECTION_REFUSED
Check your Internet connection
Check any cables and reboot any routers, modems, or other network devices you may be using.
Allow Chrome to access the network in your firewall or antivirus settings.
If it is already listed as a program allowed to access the network, try removing it from the list and adding it again.
If you use a proxy server…
Check your proxy settings or contact your network administrator to make sure the proxy server is working. If you don't believe you should be using a proxy server: Go to Applications > System Preferences > Network > Advanced > Proxies and deselect any proxies that have been selected.

Try clearing out your browser's cache/browsing history. When you have done that, close out the browser and re-start it in a fresh session. If that doesn't do it, then try using a different browser. I just tried both of those links you posted, and I got right on to both of them with no problem. I'm running Vivaldi in Windows 10.
