Why do I have a data cap and other Xfinity customers in other states do not?

On January 1rst  they applied their 1.2 TB "data plan" to all their service areas, phasing in overage charges over the next few months. The headline from this article:

"Comcast is delaying its rollout of 1.2TB data caps that would have hit 12 states in March."

Question, why isn't Oregon one of those states? Is it legal to cap data in some states but not others?

Oregon has had a data cap for years.

 

I am not aware of any law that says that an ISP's data cap policy must be the same in all states.  (But feel free to correct me on that.)  Comcast's packages and prices vary as well.

I'm not Comcast and I'm not familiar with its "data plan" history in Oregon, but mutiple web sources suggest that data caps began there in 2016 and AFAICT are still in effect. See https://www.google.com/search?q=when+did+comcast+data+caps+begin+%22Oregon%22.

 

Is it legal? When you're a 100 billion dollar a year corporation, you tend to get your way.
