As long as you subscribe to a TV service tier that includes Regional Sports channels, they're going to charge the Regional Sports Fee, even if you never use their service to watch those channels. Typically, Limited Basic TV service does not include Regional Sports channels and so does not incur a Regional Sports Fee. This is also generally true of Family Tier and Digital Economy TV service where they are available.

If you have a cable package, then you have sports channels whether you watch them or not; hence you pay the Regional Sports Fee.
