ION TV HD

Yesterday I tried to watch ION tv but I got the multi color horizontal lines.  The channel finally came on mid afternoon.  Today I tried again to watch the channel and the same thing is happening.  Is there a problem with the ION tv channel (channel 813 and channel 1066)?   Is it only coming on Comcast in the afternoon?  I did the restart and refresh but that didn't work.
