Channel issue

I was told repeatedly that I would get channel 381 IDHD when I decided to stay with Ixfinity.  I must have spoke to 5 people who all promised when they finished discussions I would have the channel.  I just happened to look last week and I can get the channel but nw it says I have to pay for it.  Has anyone else been promised anything with Xfinity and left hanging?
