XB7 gateway WiFi MAC address filtering not working

I have a an XB7 gateway and WiFi MAC address filtering is not working as expected. I have:

- Reset the modem to factory configuration and set up the configuration I want (IP address, DHCP range, firewall, etc.). Gateway status shows green (Ethernet, WiFi, Internet). Access to the internet through wired connections works fine. Combined 2.4GHZ and 5GHZ single SSID.

- For wireless connections, turning off MAC address filtering (ALLOW-ALL) works. However using ALLOW filtering does not work as expected.

   - The first time a device that matches a MAC address in the list connects, it works. However, subsequent accesses are denied. Device MAC addresses are fixed so don't change on re-connects.

   - I have done multiple RESET, RESET WIFI MODULE, and RESET WIFI ROUTER commands.

I use DHCP Reserved IP and that works.

I get random WiFi disconnects (seconds to minutes), even on  ALLOW-ALL. DHCPv4 Lease Time is set to 2 Days. Disconnects happen with full strength signal and device not moving.

Using the browser interface, Xfinity App, or logging in through internet and running diagnostics all say green / OK.
