why cant i get over 5mbps upload speeds?

I pay for the Gigabit Extra package which boasts up to 1200mbps download speeds and 200 upload. I have never been able to get over 5mbps upload speeds. Usually its under 2mbps. Thats ridiculously slow for what i do. I upload large files. I need more speed. I feel im being cheated. less than 5 is ridiculous. I was convinced to upgrade by xfinity sales team - convincing me that i would be getting at least 35mbps. I AM ANGRY. I AM READY TO CANCEL. This company is a bunch of liars. How can i get the speed i pay for? How can Xfinity get away with claiming a level of service and never ever deliver it????
