Where is the promised FREE speed upgrade for Blast (SuperFast) tier?

I am currently on 24-month plan for Internet Blast Pro+ (Superfast). They changed the plan name "Blast Pro+" to "Superfast" in Western markets now. My contract does not end until September 29. 2023. My current internet speed is still stuck at 400 Mbps/10 Mbps. I currently pay only $50/month after discounts. I never know about FREE speed upgrade until I saw on the news.

Comcast did a free speed upgrade once in March, 2022 for Blast (Superfast) tier from 400 Mbps to 600 Mbps. And Now they do another free speed upgrade for Blast (Superfast) from 600 Mbps to 800 Mbps.

I talked to 2 different live Chat agents. I told them my tier plan supposed to get free speed upgrade long ago in March 2022 for Blast (Superfast) tier. They don't know anything and want me to sign up for the new contract, same plan, but more expensive at $75/month instead of $50/month that I currently pay after discounts. I explained to them multiple times that I never get any free internet speed upgrades as promise by Comcast. One of them even said it is never for free.  I showed up the article directly from Comcast Press website.  At that point, they just tried to dodge the question.

Does anyone here can help me?? Please HELP!!!
