Website Timing Out
I've been having problems with one specific website timinmg out (blackstaramps.com) when connected to my home network (wireless and hard wired). Although I can connect when I connect to xfinitywifi, and to my neighbor's house that is using Xfinity. I've read througn multiple posts on this and haven't found a real answer.
Here's what I've done:
Reset the router
Turned off the firewall
Cloned the MAC address to get a WAN IP that is in another range. In fact I received the same range (except for the device #) as my neighbor where I can get to the site.
I have bypassed my router and connected my laptop directly to my modem and was able to get to the sire with no problem.
Below are 2 trace routes one when connected to my router and the other when on xfinitywifi and they make no sense to me.
Any Suggestions would be appreciated.

Comcast appears to be blocking that site's 1&1 Internet IP. My trace from Central PA looks like:
Notice that the trace never leaves Comcast's network. An IP is usually blocked for gross abuse, perhaps by one of 1&1's other customers sharing that same IP.
Traces to adjacent IPs 87.106.136.231 and 87.106.136.233, although they don't complete, do carry beyond Comcast's network on to 1&1:
If an employee doesn't take care of this for you here, Comcast Security Assurance should be able to help. Give them a call at 1-888-565-4329 (from https://internetsecurity.xfinity.com/help/report-abuse). Note that this is NOT one of the general customer service numbers. The first-line reps there are sometimes not very helpful. If so, be persistent, and keep at them until you get a satisfactory answer.
You should also contact blackstaramps.com and report the problem to them as well.
It is likely that the block won't be lifted until the behavior that triggered it has stopped.
I don't have access to XfinityWifi for testing and don't know why it would allow you to reach the site, nor why you wouldn't be able to trace that connection.

Thanks for the reply.
The original WAN IP assigned to my router was 68.44.83.222. My Neighbor who has Xfinity and can access the site had WAN IP 68.44.12.xx. So I cloned my router MAC address, rebooted and was assigned a new mac address of 68.44.12.xx. So I was in the same IP range and the site still times out. So not sure if its due to an IP blacklist.
When connecting directly to the modem I can access the site, but the trace route looks like this:

I have contacted other neighbors that have Xfinit and they all can access the site.
I am using an ASUS RT-AC1750_b1 router. My son has the exact same Modem/router ssetup as me can access the site. We compared router settings and they are the same.

Well I did some more testing and think its narrowed down but still no resolution.
I can access the site from my neighbors Wifi, so I did a trace route and ite first 5 hops were exactly the same. the 5th hop is the ComCast server, and from hop6 on it just times out. Since this is the same wether I can connect or not, I hace to speculate that Comcast doesn't let me see past their server?

My neighbor had a spare router, we tried it at their house and I was able to access the site. Installed the router at my house and no connection. So at this point the only piece I haven't swapped out is the modem. I am using a Netgear CM600. But can't see how that is the problem.
Again, any suggestions would be appreciated.

What does a trace to 87.106.136.233 (first IP above the one you are trying to reach) look like?

SO was checking my router settings and noticed IPV6 was disabled. So I figured what the heck and enabed it. There were multiple setttings within IPV6, not knowing what they are I left them alone. Applied the settings and could now access the site.
Here is a traceroute using the -6 option
