Upload speeds far below expected
I subscribe to Xfinity's 2 Gbps internet service in Baltimore, Maryland. My network equipment supports multi-gigabit throughput, including a DOCSIS 3.1 modem with a 2.5 GbE connection, a Unifi UDM7 router, and a wired 2.5 GbE client connection. Despite this, my measured download speeds consistently top out around 1.4 Gbps, and upload speeds are approximately 45 Mbps. I have already had a technician visit. During that visit, I was told that a measurement taken at the utility pole was approximately 60 Mbps.
I'm requesting help beyond routine in-home troubleshooting. Please investigate the condition and capacity of the outside coaxial cable, upstream and downstream performance, node or service-group congestion, and provisioning. Please also clarify what the reported 60 Mbps pole measurement actually represented and provide the results of the relevant line tests. If the service cannot achieve the speeds applicable to my plan, I would like some documentation.

We appreciate the detailed information you've provided, especially regarding your network setup and the troubleshooting you've already completed. We can see you've put considerable effort into identifying the issue, and we certainly don't want to have you repeat basic troubleshooting or schedule another technician visit without first reviewing what's already been found.
With your wired connection reaching approximately 1.4 Gbps download and 45 Mbps upload, we'd like to investigate whether your equipment is provisioned for the correct speeds and whether there are any signal or network conditions affecting performance.
We'd also like to review the previous technician's findings, particularly the 60 Mbps measurement taken at the pole, to clarify what was actually tested and whether any outside line concerns were documented.
One thing we'd like to confirm first: What is the exact make and model of your DOCSIS 3.1 modem? This will help us verify its compatibility with the upload speeds available on your plan before determining what additional network investigation may be needed.
